鄰避性設施的選址一直以來都是政府部門相當困擾的問題,必須減少民眾對此的爭議,又是人民生活中不可或缺的基礎設施,本文以鄰避性設施的變電所為主軸,並以臺灣六都為例來做為研究。由於變電所會產生電磁輻射,在2011年國際癌症研究機構(IARC)也將射頻電磁場歸類為人類可能致癌的因子,造成附近居民的反感,間接影響到房屋交易價格的變動,因此本研究將探討變電所對於鄰近住宅價格的影響。 本研究資料係採用台電所提供的變電所資訊以及內政部地政司所提供的不動產實價登錄近五年的買賣資料,並結合地理資訊系統軟體,以環域分析功能,選取距離變電所1,000公尺內的房屋交易樣本。主要以研究超高壓變電所與一次變電所為主,刪除附近房屋交易筆數過少,最後由臺灣六都選擇5處超高壓變電所與6處一次變電所來做研究。 研究中加入房屋的特徵屬性與變電所的距離屬性,利用特徵價格模型來做分析。在半對數線性模型中,各地區的變電所皆有正向的預期效果,亦指距離變電所越遠房屋交易價格有顯著的增加,但實際上在文獻回顧以及實證分析會因為研究地區的不同,影響房價的因素並不侷限在變電所中;利用分量迴歸分析,研究高雄超高壓變電所與大同一變電所,結果也因兩者研究地區不同而產生不一樣影響效果,最後將分析結果並提供研究建議給予政府與台電在未來規畫設置變電所做為參考的依據。;The location of “not in my back yard (NIMBY)” facilities has always been an issue for regulatory authorities. It is necessary to reduce the controversy among the people, which is also an indispensable infrastructure in people′s life. This thesis studies the substation of NIMBY facilities, and selects those located at the Six Metropolises of Taiwan as an example. Due to the International Agency for Research on Cancer (IARC) classified radiofrequency electromagnetic fields as possible human carcinogenic factors, therefore, the nearby housing values will be affected by the substation because it will produce electromagnetic radiation. The purpose of this study is to investigate the negative effect of substation on the housing prices. By using the substation information provided by Taiwan Power Company and the actual transaction data provided by the Department of Lands of the Ministry of the Interior during the years between 2016 and 2020, our research focuses on the transaction records within 1,000 meters of the substation. We selected 6 extra-high voltage substations and 5 primary substations on this study. Based on the hedonic price method, our estimation results indicate that the estimated coefficients of the distance variable have the expected positive sign, which means that the farther away from the substation, the higher the transaction price. Furthermore, by using the quantile regression analysis, our results show that the negative effects will be different between the higher and lower values of housing and the effects depend on the location. Our research results provide an useful information to plan the location of substation for the local government and Taiwan Power Company in the future.
