    Title: 參加教育訓練對自動化風險影響之分析-以台灣勞動市場為例

    Abstract: 近年來,各式新興科技迅速發展且越趨成熟,對於產業更是影響甚鉅。其中自動化對勞工的影響應該是最劇烈,人們對「機器人取代人」的疑慮更隨著快速進步的新興科技而與日俱增,因此如何做好準備成為政府、產業界、學術單位在思考國家發展、產業轉型、教育政策時,必須審慎評估的趨勢及風險。

      本研究使用勞動部的<勞工生活及就業狀況調查>作為資料分析,欲探討三個問題:一、在面對未來的自動化風險影響下,台灣勞工是否會積極地參與各項教育訓練,來培養能夠因應自動化風險的能力?二、目前的台灣勞工若是參與這些教育訓練,是否能真正減少自動化所可能產生的風險?三、在台灣,特定行業的高薪勞工是否已經意識到自動化風險,而較積極去參與相關的教育訓練?

      而就實證結果顯示,目前身處高自動化風險行業的台灣勞工,並沒有積極參與本研究所設為指標的各項教育訓練,此外台灣勞工參與「數位能力」、「社會知能」的相關教育訓練,有助於降低自動化風險,但參與「創意思維」相關訓練的影響則不顯著,另外教育程度越高者,也越能避免自動化風險,但薪資越高在台灣卻對於減少自動化風險並不顯著,其中特定行業的高薪勞工僅會針對特定一個項目積極參與訓練。


    關鍵字:自動化風險、教育訓練、新興科技;In recent years, the various types of emerging technologies develop more rapid and mature. And the impact for the industry is huge. Among them, the impact of automation on labor should be the most intense. The doubts about &quot;robots replacing people&quot; are increasing with the rapid advancement of emerging technologies. Therefore, how to respond and prepare for government, industry, and research units must be carefully evaluated trends and risks when thinking about national development, industrial transformation and education policy.
      This study uses the Ministry of Labor’s” Survey on the Living and Employment Situation of Labor”. This Research wants to discuss three issues: First, in the face of future automation risks, will Taiwanese workers actively participate in various education training to cultivate the ability for automation risks? Second, If the current Taiwanese workers participate in these education training, can they really reduce the risks that automation can cause? Third, In Taiwan, are high-paying workers in specific industries aware of the risks of automation and are more actively involved in relevant education training?
      The empirical results show that, Taiwanese workers currently in high- risk industries have not actively participated in the various education training programs set by this research. In addition, Taiwanese workers are involved in the education of &quot;digital capabilities&quot; and &quot;social knowledge&quot;. It helps to reduce the risk of automation, but the impact of participating in the &quot;creative thinking&quot; related training is not significant. In addition, the higher the education level, the more the automation risk can be avoided, but the higher the salary in Taiwan is not to reduce the automation risk. significantly. In which a particular industry worker will only be actively involved in the training for a specific project.
