    近年來因為社會變遷人口逐漸老化、醫療保健意識普及,再加上製藥產業環境的改變,國內的製藥大廠,因為消費保健食品市場遭分食,近年來業績下滑。台灣的製藥發展至今已接近80個年頭,製藥業面臨種種不利情況下,升級或轉型才是因應之道。
    供應鏈以合作替代敵對的策略,已經是企業不可避免的趨勢。現今台灣製藥產業的現況,生技公司委託大型製藥廠代工,使雙方共同達到穩定的獲利。在許多代工案評選的相關研究當中都有提到,如何設計代工廠商的評估指標是一個重要的關鍵。參閱過往的供應商評選方法文獻,大部分只針對企業角度去評估下游供應商的分析探討,甚少是以受託者角度去評估是否接案,以及遴選的準則因子探討。本研究希望歸納出以製藥產業為例的主要因素與評選準則,以便瞭解如何選擇一個合適且獲利的藥錠代工品項。不僅確保了代工企業的承諾,改善以往代工經驗的模糊地帶,更是建立雙方合作的保障。
    SummaryIn recent years, owing to social change, aging population, popularization of healthcare knowledge and also change in the overall condition of pharmaceutical industry, the market of consumer health food has been eaten away that sales of the local pharmaceutical companies have been down recently. The history of pharmaceutical development in Taiwan, until now, is nearly 80 years. Facing the various unfavorable conditions, to cope with the difficulties, the pharmaceutical industry needs to upgrade or to transform accordingly. In the supply chain, to replace hostility with cooperation is an inevitable trend for enterprises. In current pharmaceutical industry in Taiwan, biotech companies consign their orders to large pharmaceutical companies to produce on OEM in order to allow both parties to enjoy stable profits. In the various researches on the selection of OEM cases, there always mention that the design of selection criteria is a very import key point. Referring to the documents regarding selection criteria of suppliers, most of them are the analysis on the down-streamed suppliers from the angle of enterprises. There’s very rare case that is to analyze from the angle of the consignee to review whether accept the OEM orders and the investigation on the selection criteria of consigners. In this research, it is hoped to summarize, taking pharmaceutical industry as an example, the key factors and selection criteria to know how to choose a suitable and profitable tablet OEM item. This not only can ensure the promises of the consignee enterprises, but also can improve the vagueness in the previous OEM experiences and above all, to ensure the establishment of the good cooperation between the two parties.
